Cedefop has publisched a Briefing note entitled Encouraging adult learning, re-launching the challenge of making continuing VET and adult learning more attractive, accessible and high quality contained in its Policy handbook – Access to and participation in continuous vocational education and training in Europe (2014).

The publication analyses adults’participation rate in lifelong learning in 2014 and the obstacles that continue to prevent people from participating. Indeed, while stressing the improvements made, the document refers about the difficulty of reaching the EU 2020 benchmark of 15% for lifelong learning.

Cedefop’s concrete proposals are contained in the section Adult learning: policies to make it attractive, inclusive, accessible and flexible.
